One form of draft control uses the toplink as a sensing device. When the implement (usually a plow) gets to pulling too hard, it pulls on the top link, which opens a valve and the hydraulics lift the plow until the toplink returns to it's normal operating position. That way, if you hit a tough spot, the plow lifts a bit instead of bogging the tractor down. When conditions ease, it will return to it's set depth.

At least, that's the way it was explained to me.
