When set to high it should charge enough to keep 3 lights working with no draw on battery and that would be I am guessing about 10-12 amps. That low rate is just for keeping the battery up for starting but the high rate is for using the lights. Was the same on the Farmall H I had. Was the low rate, high rate for fully chargeing a low battery or high with lights.
