It's confusing to new users, it did me when I first started. The lift lever is usually the outside one with round handle. It must be completely up to enable the inside draft lever to function properly. This lever will raise/lower the implement as well. The difference is the draft will hold the same height desired and stop when you stop moving the lever, the lift does not. The levers may not be located the same as I told, but with both up, you should be able to lower each one slowly and see the difference.
