You are on the right track on stitching. From experience, water jacket thicknesses vary and the rate of temp. expansion, I have had JB Weld, welding, etc. expand if in a stress area. For past seven years have been stictching these up, it is done by a local fellow who drills and slots open the crack to peen in nichols "plugs". aparently this was common in 1930-50's but rare now. The drill and tap idea should work fine, consider using aviation glue for a sealant, it is heat resistant and commonly used on other sealing surfaces. consider the commercial stitching, old car restorers of repute should know of a regiona guy who does this. Lastly, if not working the tractor and only for show, probably JB would work.
