Glow plugs for International Harvester? Confused!

I understand about them being in series but, I have had all of them out and got no reading on the digital ohm meter at all. I touched one of the leads on the threads and one on the end where the threads are like a spark plug. Shouldn't it show something? I do wonder about the glow plugs because the coil at the end of them is intact and not burnt up. Is there another way to check them, a battery ect? I also checked and there is 12 volts going to them. More help!!!! Thanks for all the suggestions, don't know what I would do without all of your help.
