Common for a relief to get plugged, yes, but if they do they will not cause a high reading, they will leak and therefore not be capable of holding system pressure.
What was the problem that caused the original pump change? Apparently the relief is adjustable? If so, back out the adusting screw and re-check system pressure. If it doesn`t change, THEN you have a problem.
If it does adjust down, continue to check pressure and turn the screw in untill spec. pressure is reached. Do not hold at a relief setting for more than a few seconds at a time for heat build up.
Unless your system or functions are slow, you won`t need to flow test the pump. Flow=speed P.S.I.=power.
