Sounds like water has gotten to the stem and guide. Try tapping it with a hammer like driving a nail. Work your screw driver in between the valve stem and the lifter and pry upwards.

You might also try removing the oil pan and using a long hard plastic or aluminum punch and a hammer to drive the lifter up against the valve stem.

You may have to scarifice the valve in order to save the valve guide.
