I thought you were smart? Water is what makes diesel fuel have a milky look not bacteria. If you think you have bacteria cut the filter up and see what the element looks like. If it has stains and fungus looking stuff growing on it you have bacteria. The bacteria live in big tanks between the water and the diesel fuel.
