Schools as a government responsibility is a relatively recent concept. Historicly the Church-Catholic, Lutheran, Methodist, Babtist provided education. Roads and border safety are more of a government responsibility- but English and some early american history note the government outsourcing of that responsibility to private concerns- note the Pennsylvania turnpike and remember railroads land grants for building them. Border security and immigration- still a English private regiment gaurding border with Scotland (keeps out bagpipers and haggis eaters) and Sherrif Joe getting federal money for posse enforcing immigration laws.
