I saw gov versus contractor up close; I've seen 5 civil service employees in a run down building replaced with 15 and a 100k+ building because contractors could not work in a non OSHA building. As contractors came in i asked the workers how much they made, they made the same as us or more, we were told because CS got too many benefits is why it was contracting out, they got profit sharing, medical, leave. So once everything between the workers was equal what did the contractor get/ The contractor got what he bid the hourly rate and how many employees he bid it at. So if he paid his work $20hr and bid it for $40 he made $20 for every hour every employee. So it was to his benefit to have as many employees as possible.
