Marks on the balancer/timing mark will line up once on the compression stroke and once on the exhaust or?? TDC on compression and TDC on exhaust stroke.

Whether the engine is on the compression stroke or exhaust stroke is determined by the cam not the crank. IF the crank is on TDC 0 degrees and the cam is on its mark then the relationship between the two is correct.
If the timing belt is on then yes for each time the cam came up to its mark (360 degrees), then the crank would have two TDC's one compression and one exhaust(720 degrees).
The confusing thing for many people on the 2.3 pinto/ranger engine and even the older 2.0pinto is the dist is not run by the cam. It's run by a third shaft. This third shaft doesn't need to be in time, but the dist run by it does.
