If you even think the air filter is plugged, the metal mesh part, and that is causing it to suck oil and burn it, try running the engine without the oil cup, or disconnect the filter altogether. That will tell you if its mechanical or filter problem,,, Have found most any old truck or tractor that has sat, the oil in the cup is full of dirt and moisture, a gooey sludge, clean it out and go from there.
