Here in N WI,most of the secondary roads on down were graded gravel well into the 70s.They were cheaper to build and maintain than asphalt/bituminous which had a habit of breaking up and requiring extensive repair every yr or two due to frost heaving and settling.Main state and federal hwys were/are poured reinforced concrete. Farmers also were somewhat resistant to paved roads in rural areas as signifigantly more wear was caused to rubber tractor tires of the age.I can recall driving tractor 20+ mi to nearest big town to dealer to bring home new combine and being able to travel on gravel all the way except crossing a couple hardsurface roads and the last mile or so thru town.Today that same trip only has about 2 miles of gravel(in a low population twnshp).....ramble/ramble....lol
