Yep, steel wheels with lugs were eventually prohibited from all "blacktop" roads soon after it was discovered how the lugs damaged the roads, particularly on a hot summer day. My Grand-dad made rubber lugs for his 30-60 OilPull from old hard rubber truck tires and bolted 'em on just like the original angle-bar lugs were, just used longer bolts and counterbored the heads.
If any of you readers get to a big threshing show, check the wheels on Port Huron Steamers, that design just might have been okay as is, unless the sun really softened up the road. Even the front wheel guide band was pretty wide.
