Speaking of Steel Wheels

When I was traveling thru the western part of N.Y. State a few years back, I saw several tractors (mostly Farmall Hs or Ms) with wide flat steel tires over the regular rubber tires. I would say the rear ones were close to 4' wide and the front ones maybe 1-1/2' wide. I saw some of these flat steel "tires" sitting next to barns as well. I would assume the rubber tires were deflated, the outer steel wheels were then installed and the rubber tires reinflated. These tractors looked almost like road rollers. What is their purpose?
