Think about it this way.
1. How many people would Really follow registering all their guns, some but not many.
2. It is estimated that there are over 300,000,000 guns in the USA, maybe a lot more then that. To register all owners and all guns is impossible. (Canada may scrap its gun registration program)
3. If Uncle Sambo and the congress want to do something productive then put a bullet in the skulls of all the repeat murderers and rapists. Maybe that would be a deterent.
The Dumocrats know that in 1994 and 2000 the gun control issue caused them to lose elections.
It is ironic that in 1968 when the firearms safety act was put in place, basically the 4473 sheet was enacted. Crime has exploded since 1968.
