It sounds like you have either a shorted USB drive or connector. You CAN plug in USB devices on the fly. Does it work O.K. in another computer? Check both USB plugs on the drive and the computer for foreign material. I've seen gum wrappers get stick in the ports. You PC should monitor the power applied to the USB ports and warn you when one is drawing too much power. You may have a PC power supply issue.
