We had our cow's tails lopped off about 30 years ago when I was a kid. Kids used lopping shears for branches. The cops found out who did it but since they were kids of major citizens there were no charges. We painted the cow's stumps with some purple antibotic and the cows seemed to get along OK, but I guess flies were a problem for them.
