Bill, If your meter reads 11.7 on a "good" battery, I would check the meter. It should read 12.6. I agree that it should increase when the engine is running so that is still a problem. The reason for the need to operate the alternator at a higher RPM is that the one wire system relies on residual magnetism to start charging. The three wire system gets the magnetic field started by current flow through the wire from the "idiot" light. If your alternator has been idle for an extendend time it is possible there is no residual magnetism left to start it charging.
