Typically, the little hyd pump that runs the pto gets weak.
This lets the brake slip, so the brake wears out.
It does the same amount of slipping as you engauge it, because the same hyd pump locks the clutches together. So, the clutches get hot & wear/warp.
We don't notice it/ bother about it until the pto won't work unless we speed up the engine. It slips at low rpms. (Just a weak hyd pump....)
So, pick your poison, once you start digging into it, where do you stop? :)
Start with the hyd pump pressure, as that will be low. Likely the brake is also worn up now as it slips. Likely the clutch pack itself is getting worn, and 1/2 way to needing replacing.
Do you fix it now, or let it all wear out fully for several more years so you get your money's worth out of it? :)
