I suspect that oftentimes the seller has no idea what would be a fair price, so instead of scaring folks away with a high price or setting the price way too low, he hopes to get some idea from the buyer of the value. This would be especially true of a widow selling her late husbands stuff or kids selling dad's or grandpa's stuff. I know my wife would have no idea what my tractors, truck or tools are worth. I agree it can be aggravating as all get-out, though.
