I do not remember red on axels in late 40's when I started paying attention to details. Seems to me they had a sort of darker metal rust preventer on them that or Maybe heat treated type of blackness to them. Not a bright shinny bare metal from machining cause that would rust quickly. They often had red spots from moving wheels in\out.
