The swinging drawbar was used when pulling heavy drag implements. It allowed the tractor to turn without having to fight the drag of the implement. For wagon or other light pulling a fixed hookup is better. The problem with most 3pt drawbars is they allow some lateral movement which could cause whipping at faster speedl.
