Chris - Starting in the 1970s (?), the 3XYZ stood for engine, the X stood for the engine series, and the YZ was the total number of cylinders.
This changed with the 3114, 3116 & 3176 in about 1989, where the 3XYZ still stood for engine, but the XY now stood for the liter displacement per cylinder, and the Z stood for the number of cylinders.
This started changing again in about 1995 when the C-10 replaced the 3176. The number is an estimated total liter size.
The most recent change has been the elimination of the dash (C15). The means that it is an engine with ACERT Tech.
