The draft lever is primarily for plowing and is used to keep the plow at a uniform depth regardless of varying soil conditions. It works in conjunction with your top link and you should observe some springs or a torsion bar where the top link affixes to the tractor. I am not familiar with your exact tractor but if it is like a Ford I do not think it will have down pressure.
