Texas requires proof of ins for d license,safty insp,tags,title transfer and any time there is a traffic stop. Couple years ago several jurisdictions started impounding the vehicle if you were stoped or involved in a colision without proof of ins. Well that lasted long enough for court filings that alleged such action unfairly targeted the under privilaged. Most jurisdictions discontinued towing and impounding rather than fighting lawsuits. I read a news report last month that said 32% of vehicles in Texas are uninsured. I suspect most are operated without inspection,registeration and drivers license as well because jail overcrowding prevents anything done to those who can't/wont pay fine. I don't understand.
