Wisconsin doesn"t require proof of insurance to register, until a couple months ago didn"t require insurance unless you hit something and wanted to drive before paying off damage. Financial responsibility law had that quirk. Lots of business and farms didn"t have vehicle insurance per vehicle- a business liability umbrella policy covered vehicles and angry bulls, cities commonly used the general liability insurance after covering self insurance limit of 25,000 to 100,000 dollars, business could do the same. Very recent change in law- now may need proof of insurance cards for when stopped. RN
