For a commercial vehicle PA requires you to have it inspected to get it registered. So what happens if it sits through the winter, and you need to register it to take it to get inspected? Lots of dumb stuff like that when gubmint gets involved.
I worked with a guy when I lived in Dayton OH who would cut numbers out of a newspaper, copy a 10 year old insurance card with the numbers on it to change the expiration date, then laminate it to hide the hack job. He also ran a temporary tag for a year. If I tried that I would get stopped backing out of the driveway.
