tommyw, sounds like your front brakes are doing all the work (and are not perfect) without any assist from the rear brakes. There are a number of malfunctions that can keep the rear brakes from working. If your master cylinder is directing the oil pressure back there (pressure is always to the front brakes first) check the elevation valve that is probably mounted on the rear axle and get into the drums if it is ok. This is a heavy vehicle, the older they get the more they need the stopping power of the back brakes to maintain control.
