The 4230 was noted for being a hard starter. I had one and needed to use start fluid any time below 60 degrees. Brand new engine starts some better but as soon as you get a few hours on it you need to give it a snort. Deere mech. told me it is because the rings were placed to low on pistons. 40 series started better 50 series better yet. If dad has to use fluid below 60 degrees yes that is normal. If needs it at 80 degrees then that engine must really be wore out and tired.
