You do realize the government (whether state or federal) already has control over the afore mentioned waterways. If you read the beginning it is a reaffirmation of the Clean Water Act. In Nebraska you cannot remove any natural water way including sloughs. You used to be able to straighten them, but I am not sure if you can anymore. Most of the flooding in recent years has be complicated by all the straightening of natural waterways and flood plains for development (agricultural and urban) reasons. There needs to be some control of waterways to preserve our water quality. You need to read the whole bill and not take things out of context....
