FMD Handbrake

I have a real problem with the transmission brake on my 1954 Major Deisel. The handbrake lever is in the OFF and will not move forward. The transmission brake itself appears to be on stuck equally firmly on, and the tractor will not move. She is on a slight slope, so I can't get her out of gear The clutch, and everything else seems to be working ok. Will some kind soul tell me I DONT have to split the tractor to fix this, please?
