I have a '57 Ford 641 (very similar to your jubilee) that does exactly the same thing since I bought it 10 years ago. It is an unrestored, never been rebuild tractor. Still the original cartidge filter setup though (use fram cartridges now - have tried many others including an original Ford cartridge). I start it up and and wait what seems to be an eternity (just about 10 seconds like you) and finally shows oil pressure on the gauge. On mine, I am sure it is not the gauge as the very, very slight rattling in the engine immediately goes away once pressure starts to show on the gauge - 40 when cold - 15 when hot. Makes me uneasy every time, but just figured that is just the way it is. I just keep the revs low until pressure is there. I am thinking that the choice of filter is not the issue, but hope someone can help you, and inadvertantly help me. I understand your frustration.
