What makes a VAC-14 a "14" is the low profile. I.E. lower seat, steering wheel, foot boards at the bottom of transmission as opposed to level with the top, etc. It can be single, dual nfe or adj wfe.
Early 50's to end production high profile VAC's were designated VAC-11 single front wheel; VAC-12 dual nfe; VAC-13 adj wfe.
