You really should post this on the Ford N Board too, but my vote is for an air leak at the carb or manifold, but your guess of the governor is a good one too! I would watch the governor linkage first with an implement on the back such as a brush-hog. Bring the revs up to around 1500, engage the PTO and have him ease out on the clutch. Watch the governor linkages and see if they pick up the revs with the added load. If the governor seems to be picking up, but she bogs anyway, then look for air leaks while under load. Spray some WD-40 or carb cleaner on and around the carb. Pay special attention to the mating surfaces and the holes where the shafts go through. If the revs pick up and smooth with the spray, you have found the leak. I have seen this problem a few times and all but once it has been an airleak at the carb. However, one time the only cure was a new manifold. We found an internal crack between the intake and exhaust sides that would open when hot. That one nearly drove us nuts figuring it out...
