Given the age & type of useage a caburator rebuild for each tractor can be expected. I've tried going quick & cheap on repairs but the proper complete fix has always cost less in the long run.
There are profesional shops that strip them to individual parts, clean everything .They have all the little new pieces for reassembly. Soaking a carb in cleaner & blowing out with compressed air is not a carb rebuild.
Reliable shops listed in Green magazine & other collector publications.
When setting carbs many operators/owners set them too rich. Sounds good & idles smooth & slow but unburned fuel is going up the stack, fouling plugs & washing lube oil off the rings.
Just like setting a oxy/acetylene torch , lean is clean,hot & efficient.
