I work at the University of Mississippi's National Center for Physical Acoustics. (research with sound). Here the general consensus is that the little passive plastic glue-on whistles sold at store counters are a waste of money. The only ones that could possibly work would have to be powered, and powered enough to overcome the pressure level of the vehicles motion down the road. Stick your hand out the window, that pressure. The little whistles sound is never heard, just blown backward into the grill and lost in the noise. To be heard by deer ahead down the road, the whistle would have to have high pressure power, ie via electrical amps or air power, and have enough power to overcome the wind pressure present. And then nothing says the deer would move or be spooked by a loud noise, they respond differently in tests.
