Is it hydraulic or mechanical? Does the lever move at all(on a hydraulic I presume it would) on a mechanical it may not. Depending on how the linkage is done(on a mechanical)something may be physically be blocking it. If it's a hydraulic and the handle is moving take it to the dealer. Nothing you ca do. If it's a mechanical run in about 4 low, clutch and see if it will grind into foward. If not take it to the dealer. Although i have spent a bit of time on a 7040 hydraulic shuttle I'm not sure if the shuttle is electric or an actual mechanical linkage somewhere. New Holland is all electric and if Kubota is the same you may just have to replace the shuttle unit. If it's not than it may be a bit more complicated than that.
