DETERGENT OIL DOES NOT FOAM. If the return oil to a reservior is higher than the reservoir oil level, oil splashing in can cause splash bubbles to form. return oil should always return BELOW the surface.Foam inhibitors in good detergent oil kills the surface tension of bubbles, so they can't form very easy.
