I think they have authority to park where ever they want if they suspect that there are going to violations. Farm vehicles are not exempt from weight restrictions except in the case of perishable goods such as milk. I talked to a truck driver picking up a load at a friends dairy farm. Milk trucks are exempt from weight restrictions on roads. He said most drivers try to schedule their route so they aren't over the restricted weight on certain roads but it is impossible to know the exact amount they're picking up.
