Not sure if it was just a fluke but someone I knew bought a SUV 3 years ago, got plates, never got insurance. Still driving with no insurance, no police ever came by and took his plates. (I know this is not good but he literally can't afford insurance). Also, DMV never checked to make sure I had insurance when I bought plates for my old ford last year. (I do have Ins. though)
