SUPER 44 OLIVER TRACTOR

I have a question about the serial number. The beginning serial numbers of the 44 start with
1-002 in 1957. My serial number is 1-022 and then it has a 400 way over to the right. I was wondering what the 400 was for and if you just go by the 1-022, could this be the 20th tractor that was made? Thanks for any information!
