My Oliver 88 did the same thing until I replaced the leaky needle and seat. It was slightly flooded every time I fired her up. I was about ready to put an elbow in the pipe but the new needle/seat pretty much stopped the mess. It's better for the engine too. A rain cap will tend to deflect the black soot back down toward the hood but then you have the water down the muffler problem which takes you back to the sooty mess again.Jim
