I don't know of a bad tractor. They all have their good features and drawbacks. For what you're looking for, you can use anything from 15 to 40 hp but I would suggest you go with a wide front for the more stable platform. A three point hitch would be nice but you could rig a plow to any tractor you settle on. Unless you're going to mount a snow blower, you don't need PTO. In this range, you could go with just about any small farm tractor you come accross. You could go with any that are the right size, run well and are priced right. I stay away from the John Deere's because of their price. I can get a lot more tractor for my money with something like a Massey Ferguson or Allis Chalmers. International is also a good tractor for the money but I wouldn't turn down a good price on a Ford, CASE, Oliver or Cockshut either. In fact, I really like the looks of the Oliver Row Crop 60... but that's a narrow front and wouldn't suit your needs as well as others. Like I said, there are no bad tractors.
