there should be a small plate on the side of the pump,held on with two screws.behind the plate you will see part of the distributer plate.this plate should turn when the engine is cranked.if it doesnt the drive shaft is broken,which usually happens if there is water in the fuel.if you havent taken the pump off,it probably doesnt need retiming.in order to time it you would need to know at what degree the pump is supposed to inject fuel.somewhere on the engine you should find a timing mark of some kind.either on the crank pulley or the flywheel.you would have to set the engine at the tdc mark or the proper degree,on the compression stroke.thru the plate on the pump you should see a stationary line,and there is a line on the distributer plate.these two lines have to line up.also,when you take the plate off,you loose prime.
