Rear spoke wheels

I have a set of rear round spoke wheels 36" dia. made by F&H. The tire bead area is rusted away at places. The rest of the bead area is pitted to the point that I do not trust it. These wheels have the "drop center" rim which means that the spokes are too short to fix these like "cutoffs". Each spoke would have to be lengthened. Doing a nice job would be quite a task. I can't find any wheels that I can afford that are any better than these. Please give me your best ideas/ suggestions for salvaging these wheels.
