"Judge" Judy should never be mistaken for an actual judge, nor should the proceedings be mistaken for actual court proceedings. Real cases are decided on the basis of statutory law, legal precedent, rules of evidence, and a lot of other boring stuff. To make it palatable for public consumption, it's more of an arbitration: Both sides state their case, she decides based on what she thinks is right. If she ever does cite any law, its often wrong anyhow.
