no ball joint on the sterirng box. there is a sector shaft out each side with a sector arm installed on it with a socket for the draglink end. that end could be bad.. or less likely, the socket/pin joint may be hogged out.. usualy repair is replacement of the effected part.. though i have seen good farm repairs on a socket with a welder and some carefull drilling / filing of the tapered seat.
needing choke to run is usually indicative of a fuel obstruction ( including mainjet), vacume leak, ( choke enriches the mix ).. or weak spark ( rich mix fires easier ).
if the governor can snatch back enough to move the hand throttle, check the bellcrank/friction disc at the top of the bellhousing.
