There is a lever on the right hand side, near the 3pt lever. It switches between draft control and position control. Try switching it, I can't remember which position does what.
My 3000 has a similar problem, even when it's in position mode. If I run the engine up over 1500 rpm, it will lift just fine, but not at an idle. The 3pt also has a tendency to hop up slightly when weight is added or removed. I've had it apart myself and at the repair shop, it's not an obvious problem. My latest idea is that some of the internal linkages are mismatched. But it works enough to get me through, so I haven't torn into it again.
