I finally found the problem last night. There is a "vent" located behind the fuel tank (covered up by a "slow vehicle" sign. This vent (JD part number R237815) was completrely blocked and the drain hose was missing. This vent is a one way value with a small spring which is broken. I have ordered a replacement, it should be here in a few days.
